This item is brand new from Wolff Fording & Company, with out a hang tag.  It is a long sleeve mesh top with silver sequin trim.  The material is rayon polyester spandex, and the size is a medium child.  A boy or girl can wear this item. Refer to the measurement guide with the pictures to confirm a good fit.    It was a designer sample that never went into production.
